A letter of invitation is not required in the following cases:

• in accordance with international law;
• in accordance with the interests of Latvian state;
• as determined by humanitarian considerations;
• as determined by force majeure;
• a visa applicant is a Latvian or Liv or a person whose one parent is a citizen of Latvia;
• a visa applicant has to manage a real estate property in his/her possession, or receive inheritance in the Republic of Latvia;
• a visa applicant has to take part in legal proceedings or an investigation process in the Republic of Latvia;
• a visa applicant provides international passenger or cargo traffic services;
• there is a reason to believe that from personal financial resources of the visa applicant without delay and to the full amount the expenses related to his or her residence in the Republic of Latvia and exit from it, as well as, if necessary, the expenses related to his or her health care and conveyance back to his or her home country in case of his or her serious illness, death or forced expulsion will be covered;
  
• a foreigner requests a transit visa or an airport transit visa and he or she is in possession of a visa or a residence permit of a country, where he or she is going to enter (if it is necessary);
• a visa applicant is a foreign journalist;
• a visa applicant is a family member of a citizen of the State of the European Economic Area or Swiss Confederation and he or she submits the documents certifying the relationship and is traveling with a citizen of the European Union or wants to reside with a citizen of the European Union in the territory of the Republic of Latvia;
• a visa applicant is in possession of a valid Schengen visa and/or a residence permit issued by the member state of the Schengen Agreement, and particular conditions are followed.
