DECLARATION OF RESIDENCE PLACE

!!! An individual may declare his place of residence in the local government himself, by his legal representative or an authorised representative !!!

By declaring place of residence in local government:

1. Identification document (passport, an ID card (for the time being, ID cards are not issued in Latvia yet. Currently, citizens of other countries may present ID cards)) must be presented; in case of a legal or authorised representative of the individual – in addition to an ID card – a document certifying his or her right to act on behalf of another person;

!!!A driver’s licence must not be used!!!


2. A declaration form for place of residence must be submitted (in some local governments, a declaration form for place of residence must be filled in by an employee of the local government and the individual shall sign the same).

Local government:

1. Receives declaration form of residence place of the individual;
2. Checks the individual’s identity according to the identification document;
3. Makes sure about the authority for the individual (if a declaration form of residence place is submitted by a legal or authorised representative);
4. Checks the declaration form of residence place of the individual and, if necessary, requests to correct, supplement or specify details included in the declaration form of residence place;
5. Checks the data in the Population Register about the individual’s identity;
6. Checks the data given by the individual about existence of the address in the State Address Register;
7. Makes activities for updating of details in the Population Register (if there is on-line connection with the Population Register – enters the data in the Population Register, but if there is no on-line connection with the Population Register – fills in the form of data update and sends the same for entering of the data to the Office of Citizenship and Migration Affairs);
8. Issues a document certifying the fact of declaration of place of residence.

The local government performs the registration of the individual’s place of residence on its own initiative when:

1. The individual has not declared his or her place of residence;
2. Written information has been received from a state administration institution, medical, educational or another establishment about the actual place of residence of the individual;
3. Check-up of the given data has been made.
After registration of the individual’s place of residence, the local government informs the individual about the registration of his or her place of residence.

!!! Registration of place of residence, which has been performed by the local government on its own initiative, is not declaration of the place of residence and the individual still retains his or her obligation to declare his or her place of residence !!!
